Federated Tokens

Here we create and represent tokens created and accounted for in the Federated Wiki platform.

Each person will have SODOTO Tokens, AND ReaLocal Tokens. To manage the ReaLocal tokens there will be a Bank with accounts and wallets. (I think the acct and wallet are the same thing.)

It seems prudent to build the SODOTO token distribution system first and then to build the ReaLocal Token exchange system.
